More than a dozen outlets, from Fox News to Newsweek to CNN, described the bill Utah Governor Spencer Cox (R) signed Saturday as a “ban” on “gender-affirming” procedures for minors. Unfortunately, the bill no more banned ideological experiments on children than cross-sex hormones are “gender-affirming.”
